You can't turn it off, it's built into and is part of iOS. You can open Settings > Accessibility > Display & text Size and turn on Transparency and Contrast, which reduces the effect.

And instead of starting a new thread on a topic which already has many threads on the same subject, please look at the posts already running, where this has been answered over and over and over.

You can’t turn it off, however;

Open Settings ➢ Accessibility ➢ Display & Text Size, then toggle Reduce Transparency = on.

Also in Settings ➢ Accessibility ➢ Motion, then toggle Reduce Motion = on.
