That usually suggests the internal drive failed or is corrupted and it cannot be booted into.


Internet recovery would try to re-install macOS, but if it can't find the drive or cannot write to it for any reason, then it may unable to successfully repair or reinstall macOS.


Are you getting any error when it loops?


When in internet recovery can you open Disk Utility app?
