can't purchase game package by apple account balance

A possible reason for seeing this message is Apple cannot find a functioning payment method (usually a credit or debit card) to use in association with making this purchase. You may not have adequate balance. Even if you do have adequate balance, Apple may require a payment method be present on your account (particularly if you are starting a subscription or trial). Even free apps may require the presence of a payment method, although it won't be charged if they are free. Some items cannot be purchased with account balance.

Problem methods will usually have a notice in red lettering below them. Because it's likely to be a waste of time; being told to contact Apple Support means just that. For store credit transactions, there's nothing to check.

In Oaksaung's case, the fact that they were able to buy that item with account balance before eliminates the possibility that another payment method is required for it, and getting that message at all rules out insufficient store credit.

This isn’t the issue. I’m having it true and I have 20+ dollars already added to my account and I cannot use it for this game either. :( the game says it’s an Apple issue. But yet if my payment methods are all good to go then I don’t understand.

Why not? In fact an older version of that message guided you to a web page about how to deal with a declined payment method. It mostly just suggested you make sure your payment method is up to date or to try a different one. Is it going to damage something if they check about their payment method?
