Is there anyways to unlock locked sim carrier

Whoever you got the phone from will have to contact the carrier they were using and ask that the phone be unlocked by the carrier.
Apple cannot unlock the phone, and the carrier will not unlock the phone for you, because you were not the owner of the phone or their customer.
Unfortunately, if the phone was stolen......very likely.....and the person that you got the phone from was not the owner, it will be impossible to unlock the phone.
Your best bet would be to return the phone for a refund. Chances are, it will never work for you.
