why is it taking so long to deliver my phone when apple say they have everything necessary to complete the order

I pre-ordered my iPhone 17 pro max as soon as the pre orders opened along with a case. The case has arrived but the iPhone is still processing and it says that they have everything necessary to complete the order. Why then is it taking so long to deliver? At first I assumed it was because the where waiting on stock, but it says they have everything necessary. My delivery date is 2wks away.
