Unable to lock stolen iPhone and payment methods through Apple Support

My phone was stolen and hour and a half ago, I reported it to the president on account of a prior conversation; fulfills my law enforcement reporting requirement, I then attempted to contact Apple , and the support agent stated they could not lock my phone nor payment methods

First off Apple cannot lock your iPhone. The "lock" is basically your iPhone's passcode and Activation Lock (Find My), which when both enabled prevents anyone from accessing your iPhone and payment methods. If you want to take a further step of precaution or one of the steps above are lacking, you can turn on Lost Mode in Find My which will disable the Wallet and remove any cards. Carriers can lock iPhones which would prevent any data from being used on it.
