WhatsApp has never reported reported accurate storage results, and they are well aware of it as you can see here. You would have to take that up with WhatsApp:

It's possible that there might be a difference in the storage usage noted by your WhatsApp app and iPhone. This is mainly because of the difference in the way WhatsApp calculates storage versus your iPhone.

Screen Time can also be used to prevent any apps from being deleted. You would need to go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps. If you are on a Family Sharing plan, it is the Organizer that can include this restriction no matter what is showing on your device.

What screen is that?


You turn on Offloading in Settings>App Store>Offload Unused Apps.


You can delete an app by tapping and holding on the icon on the Home Screen and selecting "Remove App". You'll be given the option of deleting it only from the Home Screen, but leaving it in the App Library, or deleting it entirely. If you do the same thing in the App Library, it will only give you the option to delete it from the phone.

Settings, general, iphone storage, on the list of apps, tap an app, the delete and offload options are there. Or they should be
