Unable to complete data transfer during iPhone setup with 'Move device closer' error

Setting up new iPhone by connecting with old iPhone - got message on both phones "Move device closer to continue" I can't proceed

Now I got an error on new phone: "Unable to Complete Data Transfer". What should I do now? I need a phone to navigate somewhere in 3 hrs.?
