iPhone 17 Pro won’t connect to Wi-Fi during setup

I am trying to set up my iPhone 17 pro but it won’t connect to wi fi and no options to use hotspot. I haven’t swapped eSIM yet as I am afraid I won’t have a useable phone.

By "won't connect to Wi-Fi".......does this mean that.....

The iPhone can "see" the network and connect, but cannot connect to the Internet?
The iPhone can "see" the network, but can't connect?
The iPhone cannot even "see" the Wi-Fi network at all?
