Sounds like you have Restrictions turned on preventing Passcode changes. Go to Settings > Screen Time > Content & Privacy Restrictions > Passcode Changes, and make sure it is set to allow. If you are on a Family Plan, it makes no difference what you have showing, as the Organizer would need to change the setting if they have are using that restriction on your device.
