Unable to swipe up on my new iphone 15 to finish set up

I was setting up my iphone 15 from my iphone 11. It finished transferring data and updating. But now the new phone, i try to swipe up to open the phone but it just flashes the keyn pad and then goes back to the "hello" screen. I have tried the hit volume up, then volume down then power on button to restart it but that does not work. I have powerd it down and left it for 15 mins, but still no luck. On my old phone i now have no service as my number has gone over to my new phone. Please please help!
