No. Apple itself is NOT offering anything close to that for an iPhone 13 Pro. But there are carriers who may be offering deals like this. Of course, if you use a carrier subsidized purchase, you'll be locked into a contract with the carrier for a specified amount of time and you'll be required to use that carrier for the duration of the contract.
