If you have entered an incorrect passcode so many times that the iPhone is saying that it is unavailable, and is not saying that you can retry again after such-and-such time, the only way back in will be to reset and wipe the phone. All data that exists only on the phone will be lost.
If you were making backups of the phone, and/or synchronizing data to iCloud, then once you reset the phone, you may be able to restore data by restoring backups and/or re-synchronizing the phone to iCloud.
