Blurry front camera on iPhone

Remove the glass protector, clean the glass, restart the phone. Open the camera, tap on the part you want sharp.

If ii is still blurry you probably have a Camera with jammed focussing, Time to upgrade to a better phone as the cost will be a lot.

If no change, there may be a hardware issue with the front camera. iPhone 11, was released in September 2019, so it's a 6 year old phone at this point. Do you have a screen protector on your iPhone? If the screen protector covers the front facing camera it can interfere with the focus. Also, scratches, cracks, dust under protector, yellowing of protector and other factors can affect the camera.
