How to reset MacBook to factory settings when it won't start up

My macbook does not start up or react to any of the reset options ive tried so it needs to be repared. But a requisite for this is dat the mac needs to be set back to the factory settings which for me is impossible because of the problem of my mac not starting up. What can i do here?

and who said it need to be set back to Factory settings...If it does not turn on you are asking the impossible.
