The keyboard sound changes from app to app — is this a bug?

No, it's not a bug. You're either using an Apple App or you're using a 3rd party app, like YouTube and 3rd parties can choose how things like notifications and keyboards sound in their app.

All Apple Apps will be consistent. 3rd Party Apps can code how things sound themselves. Apple has no control over how 3rd party app developers handle sounds in their Apps.
