I want to create a new apple id using my old email which is bind to my old apple id but its requiring me to input my old number which i forgot and dont have access to. Please help I badly need it.

Your old account using that email address still exists even if you do not have access to it. As long as it does, Apple won't let you re-use the old email address. Even if you could get the account deleted: How to delete your Apple Account - Apple Support
