Buying a new phone with Apple Balance plus a card

I had around £900 from gift cards and trade ins and want to buy a new iPhone for £1399. The issue is it seems to keep trying to take the full amount from my saved card? I mean it should be the balance and £499 from the card, why won't this work. The apple balance is at the top of my payment methods.

Help please????!!!
