iOS/iPadOS 18.7.1 is missing on my Mac when trying to update my iPhone 16 Pro and iPad 8th gen

I attached my iPhone 16 pro and iPad 8th generation for updates. While I clicked software update, the 18.7.1 option is missing only 26.0.1 available. If I update on-the-air, it keeps failed.
