Do you have your screen size zoomed to make text and icons larger? My dialing pad is smaller?

iPhone > Settings > Display & Brightness > scroll down > Display Zoom > default, if it is set to default, momentarily change and then change back to default. Restart your iPhone.

No matter what I do, I can't make a bar like that appear over my dial pad. Have you tried simply restarting the phone?
