even the month and day are swapped and confusing AF.

What you wish may depend on the phone model you have. On my small-format iPhone SE2020, that is the only option I have for date for format.
Do Settings > Wallpaper and tap the image of your lock screen:
When the lock screen opens in edit mode, tap the "island" showing the date and see if any other options are offered.
If this is a concern for you, let Apple know using this:
They will not see usage issues in this user-to-user setting.
Are you saying that you want it to show the year too? If so, no there isn’t a way to make that happen
