There is no hidden VPN on your iPad, although many routers will have safe browsing options along with the DNS server used on the network. An installed VPN on your iPad will be seen at Settings > General > VPN & Device Management.
Check the DNS server being used at Settings > WiFi > [info button] > Configure DNS. You also should not be using a HTTP Proxy seen on that same page in Settings where you have the Configure DNS option.
I assume your device is not being managed by a Work or School environment.

If you have a installed security App, such as Norton or MacAfee, these may install a local proxy - this being implemented via a VPN profile. When these products are installed, you may see indication of an active VPN - even though a VPN connection might not be being used.
The resolution is usually simple; if installed, remove the associated Security App.
