when you bring up a photo and use spatial scene how do you save the 3d effect to use on lock screen thanks in advance

You can't directly set a 3D effect photo to your wallpaper when you're viewing in the Photos app. But you can set the photo as your wallpaper, THEN apply the 3D effect which works the exact same. When you add the image and are in the editing window, select the icon next to the three dots, then save.

LD150 is correct. Change to 3d from the Wallpaper. ie go to settings then wallpaper then select photo then hit the spatial button then done.
Whilst customising the wallpaper is a spatial button, create it there
