What does this mean.“CFNetworkDownload_ThWZKo.tmp” couldn’t be moved to “Caches” because either the former doesn’t exist, or the folder containing the latter doesn’t exist. I get this error and a blank trying to load message

I found the solution.
Close Messages.
In Finder, navigate to your Library > Containers and look for the folder called "#images" and delete it.

Happening to me to on Sequoia 15.7.2 in the Mac Messages app when trying to use #images, just getting grey boxes instead of images.
Tried removing caches in Library, didn't help. Is happening on two different accounts on the same system.
Why would you want to move files there?
This folder is meant for the OS to use, users would not typically mess with it.
Are you using the dreadful "cleanmymac" by any (unfortunate) chance?
I have this issue too, recently. At least in my case, I'm not trying to move files, the app appears to be trying to do it, and whatever the underlying issue is, this is the error notification that is displayed.
I also have this issue recently. Images panel shows grey boxes instead of images (even after searching), and if I click on a grey box to "add the image" to the text, I get a "couldn’t be moved" error. So, I tried your advice. Still grey boxes, even after a search, but now instead of it saying "couldn’t be moved", if I click on a grey box to "add the image" to the text, it now displays the following (could not share image).
I have this too, it didn't happen before. Only when I upgraded to Tahoe.
No I am not . I use only Norton 360
And I have not used the Norton Clean function
