I did that that but it saying not eligible but I did not used the service

Makes no difference if you use the service or not. I am billed for Netflix every month whether I watch any of the shows or not. In order for a subscription to be started it requires a double click of the side button followed by verification using FaceID/TouchID or Passcode. If you do not want a minor to make purchases there are many things you can do to prevent that from happening, but not sure if they were made on your device or theirs for a specific suggestion. Here are a few things to consider:

  • Don't give your Passcode to someone unless you are willing to accept their actions on your device.
  • Require a Password for purchases that the minor does not know
  • Use Parental Controls to prevent in-app purchases

In most cases all transactions in the App Store are final. At times Apple may allow a compassionate refund, but it should never be expected. If you would like to speak to Apple directly you can use this link here to find the number for your region.

How can I get back the refund for the payment

Did you follow the steps provided by Niel. That is your only chance at a refund. Purchases in the App Store that are managed by Apple can only be made in the region supported by that App Store. That is why each region has their own App Store to download apps and make in-app purchases supported by that region.
