Your VPN installed files in your Launch Folders or Extensions that is preventing the internet connection when it is not being used. This alters the network configuration on startup. Use the Uninstaller to remove the VPN and compare your results.

You can view the files that have been installed by using EtreCheck. It is a free tool that displays the location and files that run on startup and the report contains no personal information if post it here to help identify those files.

Generally speaking it is insufficient to disable or "turn off" a VPN. It has to be uninstalled in accordance with its instructions — assuming you can find them, and that they work, which tends to be rare.

As was suggested above, remove all added VPN apps entirely, restart, and test again.

Have you checked your router’s settings? I’m thinking that the iMac is blocked from accessing the internet and that the VPN is blocking your service provider from identifying the device.
