Ipad Air 18.7.1 I am attempting to trace off the screen using old technology, ie tracing paper and a conventional pencil. However the image on the screen jumps every time I touch it. Is there any way to lock down the touchscreen feature?

You might attempt to use an insulating glove that is explicitly designed to ameliorate issues with palm rejection. Try searching for a suitable glove using your preferred web browser. Amazon is an often used source.

Thank you.That looks like a solution except I can't seem to order one. Any glove like this comes with a prompt that says "This item cannot be dispatched to your selected delivery location. Please choose a different delivery location." This is puzzling as I live in a very accessible part of the east coast of the US. More frustration. Thank you for your response.

As you are in the US, try using the Amazon US website. The link that I provided here was for Amazon UK.
Why not try - assuming that you have a latex glove to hand...
Quite possible that the current tariff fiasco is preventing items from that vendor from reaching the US
