I tried all the troubleshooting tips already posted. None worked. I sent a request to feedback bug issues. I saw in my notifications some type of response but i can no longer find it. Any ideas?

Make sure you do not have a Shortcut in the Shortcuts app set to vibrate hourly. This is a common "trick" on Social Media where sometimes you can download a shortcut that will make an announcement hourly, but you can also have one set to vibrate hourly too. In the Shortcuts app, you want to check under My ShortCuts. A shortcut can be created by you, anyone that has access to your device with the Passcode, shared from others, or downloaded from the internet. A shortcut is deleted by pressing and holding on the shortcut, then choose delete.

My first thought is that your understanding of the meaning of the word "random" is flawed.
If it happens every hour, it is not "random".
We have absolutely no idea what "troubleshooting tips" you are referring to.
How about you provide some actual information that could be used to help you troubleshoot...

Ok randomly started, but it has done it every hour and sometimes once or twice in the middle of the night pretty random by my definition. I turned off all vibrating notifications, meaning turned them off in the setting menu not just at app level. I have restarted several times and did a reset. I hope that is enough information
I did provide the troubleshooting steps 2nd sentence. Other than your definition ( to which I elaborated on) random, i did provide information as to the steps I took. If the information i provided is not enough for you to help just say so and move. If you can provide assistance that would be wonderful.
