Have account and password locked out of iPhone

It saying it's in another person's account but it's not I just need to reactivate it

What is the history of your phone? Are you the original buyer or did you buy the phone used from someone? If you bought the phone used from someone and it's asking for an account which is not your account, the phone was NOT prepared correctly for a new user. If that is your situation, you will need to seek help from whoever you bought the phone. If you don't know them or can't reach them, this would render the phone permanently useless to you. Apple will not unlock an iPhone unless you have the original purchase receipt, which shows the phone's serial number on it.
