You can reduce System Data somewhat by backing up your iPhone, then restoring the backup:

  1. How to back up your iPhone, iPad, and iPod touch - Apple Support
  2. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

13 GB of System Data is not abnormally large, to be honest. My iPhone 17 Pro Max, which is one month old is using 11.34 GB of System Data. If you are so low in memory that you can't use some apps, you need to delete things from your phone you don't need or use, which can include: Photos, Videos, Apps, Music, Files, Email, Messages, etc.

When it's time to buy your next iPhone, you need to buy one with more memory. All new iPhone's Apple sells today, come with 256 GB to start and go up from there. Once purchased, you cannot add memory to an iPhone.
