On the lock screen the widget just shows dashes.
If you press the widget, the iPhone opens and shows temperature, but I want to also see temperature on the lock screen.
Privacy - Location services for Weather is set to Allow always. I already did a Power Down Reset; didn’t fix it : (

What model iphone and what iOS are you using? If this is recent occurrence it may be related to the Amazon AWS issue yesterday. Multiple weather services were down yesterday.
Widgets are restricted to the number of times they can access the internet to get the current weather conditions, including temperature for your location. Non Apple Widgets are a major cause for excessive battery drain on the devices.
