Unexpected 15-dollar charge from idms.apple.com and difficulty removing payment method

idms.apple.com has charged me just now 15 bucks forcefully and without my permit? and also trying to remove my payment method is no way apple says? on the pretext that i am the organizer for family sharing? i live alone for God sake! what's going on?

if not solved i will definitely sell my iphone and my mac; and buy lenovo and Motorola.
