I am trying to purchase AppleCare+ after buying the phone. The best suggestion was forgo the discount or return the device and place a new order. There has to be another option other than returning a used $1400 phone right?
You can buy Applecare+ within (usually) 60 days of purchase in Settings, General, About

They first said it didn’t exist. Then we did a screen share and transferred me. Somebody manually made Apple care but with the higher price.

Ask to speak to a Senior Support Person. I'm guessing you were speaking with one of the new hires.

We can't answer for Apple, and do not know why you were charged a "higher price". I only see one price for AppleCare+.
You will have to continue to work with Apple Support.

Only monthly options available and it doesn’t offer the AppleCare+.
