apple watch randomly not receiving notifications

hello! after upgrading to a iphone 17 pro and syncing it to my apple watch ultra 2, my watch randomly will not receive notifications WHEN MY PHONE IS OFF/SCREEN LOCKED. i’ve seen a million posts of people saying “you only get notifications when your phone screen is off” which i am well aware of. but when my phone is in my pocket and it’s buzzing and not my watch, it gets frustrating.

both my watch and phone are on the most recent update of os and watch os.

i gave already unpaired and repaired my watch and phone

i have unpaired and repaired my watch WITHOUT icloud backup

i have checked all the settings to “mirror notifications”

the only fix i have found is doing a hard reset on my phone AND watch, but this only works for about a day before my watch stops receiving notifications again
