I’m trying to share some pics and videos with family. After loading them in the email I hit send and it tells me I need to connect to WiFi. The funny thing is that I have a full strength WiFi connection. I even tried sending 1 file to 1 person and I get the same result. Anyone have any idea what the issue is?

The problem may be that the files you send are too large. Mail is not suitable for sending large files, as the maximum size for files sent in mail is often 10-20MB. A video can be several 100MB depending on length and quality.
I would recommend uploading the photos and videos to a cloud service, and sharing them from there. You can also simply use iCloud to share, this is built into your iPhone.

iCloud for Windows is available, they would need to create Apple accounts
Theres also Google photos, Dropbox, Flickr...
You can also use Whatsapp for sending Apple to Android with quite large files using wifi
