You can use the Apple Card (Mastercard) for any purchase, not just purchases of Apple products, but you cannot get a Cash Advance on the Apple Card. Some credit cards do allow a Cash Advance, but they charge you for that service.
The screenshot you posted is for your Apple Account and can be used for these types of purchases. It is also the account where you would see the funds of a Gift Card after it has been redeemed.

The other 2 types of Apple related cards you may see in your wallet that can be used for any kind of purchase are:
- Apple Card - Credit Card managed by Mastercard
- Apple Cash - Similar to a prepaid card and can also be linked to a Debit card. Cash transactions do not offer the same protections of a Credit Card. Particularly when using Apple Cash to send money to another person over Messages, you want to make absolutely sure you know that person. They are not required to return the money, just like if you gave someone $20 on the street.
