My account has been hacked and my phone number has been changed. What should I do?

I just received this message in my mailbox:


Your Apple account password xxxxx.advocate@gmail.com has been successfully changed.


If you did not make any changes or believe that unauthorised persons have gained access to your account, immediately change your password at iforgot.apple.com. Then sign in to your Apple account at https://account.apple.com to review your security settings.

I cannot recover my password; the phone number (last digits) already belongs to someone else.

The email may be an authentic one from Apple telling you about a changed password. The link you provide in the email does go to Apple, but I don't know if you provided the complete email. However, you say you cannot get access to your account so that is concerning and suggests your account has been compromised even if any action you performed due to email was not the cause of it.
