I am replacing my 2017 Macbook pro (running Ventura) with a new M4 Mac Mini. Is there a way to migrate ALL my data and applications to the new Mac Mini? Thank you

Do that upon initially setting up the replacement — not after. As it states,
Migration Assistant is included with your Mac—both as an app and as part of the setup assistant that opens when you first start up a new Mac.

Simply follow the directions in Setup Assistant and Migration Assistant and your Migration will go smoothly and quickly.
