Always have used a gift card for itunes and in app games purchases. Tonight I can't use there gift card for in app games purchases but it does work for itunes

As suggested, you should contact the official Apple Support, only they can look into your personal data and settings from their side, to find the issue.
Did you check, if the developer of the game still accepts Apple Account balance as a payment method?

Yes, the developer still accepts itunes cards for payment. I turned on the "allow" for the payments to work. I never turned them off and I just had an itunes card a few weeks ago and it worked just fine.
The error I'm getting is " Purchase could not be completed. For assistance contact apple support.
I don't know what else it could be. With the content and privacy restrictions turned off, I could still purchase in itunes. That's weird.
