Possible to view/set birthday on Apple managed ID's?

Or possible to set it for the entire org? I do not see this option when I log in at account.apple.com on a managed apple id. We are trying to rule out this being an issue when using the log in with apple option for apps, since this is failing.

How to enable 'Allow Apps to Request to Track' with missing Apple Account age information? My Tracking setting is locked and I cannot turn on “Allow Apps to Request to Track”.
