You may be reading some old news or it may be from an unreliable source. Also note that some judgements are appealed where the outcome may be totally different than what was previously reported. The iPhone 12 was noted as having a higher than acceptable SAR value for EU standards, but that was resolved by Apple with a software update and no recall was needed.

According to some Greek news sites the European Commission took the final decision to recall the specific model. "Ειδικότερα, με την Εκτελεστική Απόφαση της ΕΕ 2025/1760 της 19ης Αυγούστου 2025 η οποία δημοσιεύθηκε στην Εφημερίδα της Ευρωπαϊκής Ένωσης (OJ L, 2025/1760, 01-09-2025), επιβλήθηκε το μέτρο της απόσυρσης του κινητού τηλεφώνου με την ονομασία iPhone 12 A2403, που κατασκευάζεται από την εταιρεία Apple Inc."

OK......I thought you might be referring to this. The EU, specifically the France Radiation Watchdog, had an issue with iPhone 12's Specific Absorption Rate (SAR), which measures the rate at which the body absorbs radiofrequency energy from a device. The issue was completely resolved to the French Governments satisfaction, via software update and the phone was never actually recalled. It is interesting to note that no other governmental agency had any issue with this. Either way, it's a non-issue today.

I can't read Greek – so I pasted the URL into Google Translate to get an automatically-generated English version.

"The European Commission, by Implementing Decision (EU) 2025/1760 of 19 August 2025 , published in the Official Journal of the European Union (OJ L, 2025/1760, 01-09-2025), imposed the measure of withdrawal of the mobile phone named iPhone 12 A2403, manufactured by Apple Inc.

This decision was based on tests and inspections carried out by the French Radio Equipment Market Surveillance Authority (Agence nationale des fréquences-ANFR) on the product in question. According to the announcement of the French Authority (No. 2014/53/EU-F-231005-14771), it was found that the product does not comply with the requirements of Directive 2014/53/EU relating to the health and safety of persons and domestic animals (Article 3.1.a). In particular, laboratory measurements showed that the device emits higher levels of electromagnetic radiation than the prescribed safety limits, which means that the exposure of users to radio frequency fields may exceed the permitted limits for the general population.

Consequently, the measure of withdrawal of the product from the French market was imposed."

No motion of a software update subsequently resolving things to the French government's satisfaction.

"Within the prescribed period of three months, an objection was submitted by the Irish Supervisory Authority (Commission for Communications Regulation-ComReg), resulting in the European Commission being called upon to decide, in accordance with Article 41 of Directive 2014/53/EU, whether the measure taken by ANFR was justified.

Based on the decision of the European Commission, which was published in the Official Journal of the European Union (OJEU), the withdrawal measure taken by ANFR is considered justified and is also applied to the Greek market, in accordance with Article 41 of Presidential Decree 98/2017, (Government Gazette 139/A/20-09-2017)."

Following the above, economic operators that have the iPhone 12 A2403 mobile phone of Apple Inc. on the Greek market must immediately proceed with the necessary procedures for its withdrawal, informing EETT of their actions. Withdrawal in this case means any measure aimed at preventing the availability of the specific type of mobile phone on the market."
