Apple Private Relay does not work using data.
Apple Private Relay works only on my wi fi but says ‘not available’ when on data. When I get back home it turns itself on again.

Some carriers block Private Relay because they have their own "internet security solution" that conflicts with Private Relay. This could be the reason. Contact your Carrier and ask if they have blocked access.
You can also try this, go to:
Mobile Data > Mobile Data Options > turn on Limit IP Address Tracking.
After this, try to see if Private Relay works with Mobile Data now.
