also, your front camera may not be working if you have a dirty screen protector or if anything is blocking the front camera. You could check to see if selfie camera settings work in the camera app, but if it doesn’t work try restarting your phone and updating to the newest iOS. If it is a hardware issue, you should take it up with Apple.
Sadly, this just generated another failed Face ID message because camera is not working.
What did work was to turn off Settings > Face ID & Passcode > then turn off Password AutoFill.
After this I was finally able to Erase All Content and Settings.
This process was needed before disposing of old, damaged phone.

The iPhone screen was destroyed by going through a wash cycle. After a long day working in the garden I forgot to check all pockets before throwing my muddy clothes straight into the washing machine.
Sigh..., no front camera after that.
