The person you are messaging may not have their phone number selected in iMessages.
Tell the person you are messaging to activate their phone number, which can be done here: Go to:
Settings > Apps > Messages > Send & Receive
Under "You can receive iMessages to, and reply from" select the phone number, and the same in "Start new conversations from"
