My iPhone 17 is almos tout of storage. I have 256 gb iphone 17, however my System Data is at 186gbs. I have cleared all cache from my browser, spotify, off loading and deleting apps i do not use, and it is not going down. Please help

Back up your phone, ideally on iCloud....and.....on a computer
Erase your phone
Set up the phone again using your back up to restore
If you are unsure about any of this, best to make an appointment at the Apple Store / Genius Bar
No guarantees, but this about all that you can do at this point.
I reduced System Data from about 40 GB to under 10 GB when I tried this, but your mileage will vary
