printer offline, not reading on iPhone 16 iOS 26

After installing iOS 26, my iPhone 16 will not connect via WiFi to the printer; the phone finds the printer, but says "The printer is offline." The printer works with my old iPad. I tried turning the router, etc., off and on in the suggested sequence, but still no luck. What am I doing wrong?

Have you Force Restarted your iPhone --> Force restart iPhone - Apple Support

Also, have you unplugged your printer and then plugged it back in?

Finally, do you by chance have a VPN installed on your iPhone (used or not)?

To answer your questions,

I just now force restarted my iPhone, but not in a sequence with all other devices. No change. Should I restart all devices again?
I did not shutdown and then unplug the printer, a Xerox VersaLink C605; I simply shut it down at the panel. Should I do that?
I do have a VPN installed, but it was off.

Additional information:

The printer is connected to the network by Ethernet.
My iPhone does find the printer, but thinks that it is offline.
My wife has an identical iPhone 16 pro, but she is running 1OS 18, with a VPN turned on. We both are connected to the same WiFi network. Her phone prints to the printer perfectly.
