why can't I open blank page in safari

With my new iPad I can’t find a way to open a blank page in Safari as I do on my Mac laptop.

Safari default settings has no effect on my iPad I have Safari set as the default browser on my iPad ,but it doesn’t appear to actually work. When I open a web page the bookmark icon isn’t available. I have found that if I click the “ action” (?) icon ( square with an arrow) a drop down box appears & one of the options is “ open in Safari” clicking that changes the appearance of the bar ( toolbar?) and the bookmark icon has appeared & works. Safari, when launched, will open your Start page - from which your saved Favourites (if any) and other items can be easily accessed.

You can control which elements are visible from the Start Page by tapping the Edit button seen at the very bottom of the page (you may need to scroll down the Start Page to find the button).
