restoring chat history whilst setting up whatsapp on my phone

i am setting up whatsapp on my iphone, same phone number as before, whilst setting up i cam to the prompt to restore chat history from icloud, when i tap on the restore, it says "couldn't restore chat history", i have checked the setting, whatsapp is on in the icloud drive and there is 899MB shown, also i am connected to power and wifi and there is mopre than 2 times the data in icloud and on the phone

what should i do
