We've seen a lot of people from Russia who let someone sign into their Apple Account, supposedly in order to download some app or something they couldn't get on their own. And yes, in doing so, you have literally given ownership of your account and phone to the scammers. There are NO support options in Russia for Apple Products. If you have an official receipt from Apple or an Apple Authorized Seller, Apple may be willing to help you, but you'll need to travel to some country where Apple does provide support. A receipt from an non-authorized Apple Seller won't qualify and you'll not be able to get assistance from Apple at all.

You didn't get hacked. You fell victim to a scammer and it was a bad decision you made to permit someone to access your account.

No one on this user to user only forum can help you. And Apple will only help you if you bought the phone from an Authorized Apple Seller and you travel somewhere where Apple provides support. It would be far less expensive to just buy a new cell phone. And since you live in Russia, buying one which is supported in your country makes the most sense.

If you didn't purchase your phone from an actual Apple Store or actual Apple Authorized Seller, there really isn't anything you can do. There's nothing we can to help you. Without a receipt for the phone from Apple directly or an Apple Authorized Seller, Apple won't help you. So you go buy a new phone if that's your situation.

Here is a link for you to see if whoever you purchased the phone from is an Actual Authorized Seller --> Find Locations- Apple

If whoever you bought the phone from isn't listed, you're really out of luck. I'm sorry this happened to you, but you let it happen, so please learn from this experience and NEVER EVER let someone sign into your device to begin with.

A final note: The scammers will likely send you a ransom demand to let you back in your phone. From reading what other's who have made this unfortunate decision, once they pay, the scammers just demand more money and never let you back in your phone.
