I have an Apple TV4K 3rd gen, model number : MN873B/A. It’s shows up in my Home app but I can’t add Eve smart switches even though I’ve been all through the online help. The Eve app doesn’t connect either. They both say they can’t find a Thread Border router.

That seems to be the Wi-Fi-only model A2737, that doesn’t support Thread. It is the other “Wi-Fi + Ethernet” model A2843 that is also a Thread Border Router. Instead, the A2737 can work with Wi-Fi and Bluetooth HomeKit/Matter accessories.
